Dinh 1 was built by a French millionaire named Robert Clément Bourgery around 1940. According to researcher Le Phi from Lam Dong province, after its completion, the owner of the palace sold it to another Frenchman.
King Bao Dai's father-in-law, Duke Nguyen Huu Hao, contributed money to buy the palace in 1949. Bao Dai established his main residence in Da Lat to work throughout his tenure as Head of State (1949 – 1954).

Later, Ngo Dinh Diem also used the last king's bedroom. He had it renovated and an underground bunker added. The entrance to the bunker was hidden by a bookshelf to the right of the bed. The main door led directly to the helicopter pad on the hill above.
